Why many 48A chargers are hardwired

EV charging is a continuous electrical load. A 48A charger typically needs a 60A dedicated circuit because continuous loads are commonly sized at 80% of circuit rating. That is why a 50A NEMA 14-50 outlet is usually associated with lower continuous charging current than a 48A hardwired charger.
